Frame-Relay experts!!!!

Experts,

Having a problem with a Frame Relay interface, for some reason cant get
router in up up state with framerelay switch.
Encapsulation is being austosensed to HDLC ?? Instead of Frame-relay.

Serial2/0 is up, line protocol is up
  Hardware is M4T
  MTU 1500 bytes, BW 1544 Kbit, DLY 20000 usec,
     reliability 255/255, txload 1/255, rxload 1/255
  Encapsulation HDLC, crc 16, loopback not set
  Keepalive set (10 sec)
  Restart-Delay is 0 secs
  Last input never, output never, output hang never
  Last clearing of "show interface" counters 00:01:13
  Input queue: 0/75/0/0 (size/max/drops/flushes); Total output drops: 0
  Queueing strategy: weighted fair
  Output queue: 1/1000/64/0 (size/max total/threshold/drops)
     Conversations 1/1/256 (active/max active/max total)

So I staticly set its encapsulation to Frame-relay, it goes up for a
second, then line protocol drops.

All hardware is correct, have switched configs with router 4 and plugged
into frame-relay switch same port as router 5, comes up no problem.
There is clearly a problem with router 5.

So, it looks like staus enq are not being sent or recieved.. Id think
this would be a "keepalive timer not matching issue"
But both timers are staticly set to 10 sec, I even switched them to 30
seconds together still timeouts ! Clockrate has been set to 64000 also.
