Shape policy came to mind before but I never tried it.The only idea that
seems to work is nesting other policies to SHAPE policy due to the fact that
bandwidth and priority commands only works when there is a congestion as
Shiran said.

Paul as you said congestion occurs on external ADSL modem interface rather
than switch interface and think Bruno and Steve suggestions are the only
way to accomplish this task.

And you are right this is not a practice lab scenario , I always when read
about QOS want to aooly it in this situation ,I have tried to set bandwidth
and priority on switch interface but it was not work for sure ;)!
