design migration or even network is usually painful task and most of the
problems are under the political category, meaning that there are the people
that welcome your ideas and there are the people that will not say the
least, so every design start from understanding politics.
then on a technical point of view there are usually financial limitations
that mean that usually you need to work with existing some time old
equipments.
so when you have the first view of the network political and physical you
should be able to know how to work the details.
when there are network flaps first it is important to know why and were they
happen, my be it is an old equipment with short memory that need some
symmetrization to reduce routing tables or even hardware replacement in case
of a faulty one. if the network is too big may be there should be more area
division or grater timers to allow convergence in a healthy manner.
may be it is even a cable that is causing this flapping. or may be even you
set an access list somewhere in the network didn't pay attention to what you
are doing and caused a network flap or down even. so it is like you do not
put a band on a internal blooding you need to find the source of the
blooding and handle it and until then you can do some minor adjustments not
to have your network crash.
