Some things you should know, others you need awareness of. In terms of
memorizing all the specific addresses within the many ranges covered in that
RFC I would say probably no. You will find that this RFC references other
RFC's which reference other RFCs..anyway. It's still worth reading the odd
RFC.

However if you can memorise this as well as all the registered IANA port
assignments and all the TCP flags then seek help.
