even if he would filter with Distribute list he could not effect R4 as he
want to do configuration only on R1 and R2, the Distribute list is also in
case of OSPF only on the local Router to the inside direction.

Link State - all the Routers within the area are aware of each other link
state, if there is even one router in the area with different Database it is
not really a link state.

the Database is equal on all routers within the area.

The routing table can be effected only locally with in the router in a
specific area no meter from what angle you look on it.
