I don't believe the distance command will work here. My understanding of the
OSPF distance command is, there are two options:

1) Distance command is used to change OSPF admin distances received from
ANY/ALL routers.
2) Distance command can be configured to change admin distance for specific
routes (reference in an ACL) from specific routers (specified as RouterID).

In both cases, this is required on the 'local' router. In this task, its
states that you cannot touch R4 to achieve this.

Any other ideas guys?
