Ben,
       BGP Fast-external-Failover command can be used for fast link
failure detection. Once enabled it will tear down bgp session with a
directly connected neighbor is it notices a link down rather than
waiting for hello timers expiration. This command only applies to
directly connected ebgp neighbors.
