Proceed with caution here. If the question asks you to do rate limiting,
it does not immediately mean that you have to use CAR as your rate
limiting tool. Remember that for rate limiting your options are Traffic
Shaping, Traffic Policing and CAR. So look at the requirement and chose
the best tool to use that will satisfy the requirement.
Again remember, rate limiting is does not immediately imply use CAR.
