Unavailability of R&S Lab Slots in Dubai

Hi .
I have been trying for almost a month now to get a slot in Dubai but I don't see any slots pop up...The 180th day should show 6 slots every day but there isn't any and its not just for Dubai. Bangalore, Beijing, Honk Kong and Sydney all show no slots for R&S.
Is it that the certification is tooooo popular in the area or is there a deeper meaning to this.
Can somebody shed light on why we don't see LAB slots popping up in these places please.
