If he redistributes connected routes into the OSPF, they can be summarized and therefore advertised with a mask that is shorter than the one configured on the interface.

The two options you are mentioning two advertise a loopback interface
with a /24 are correct as well as your route-map ,but you can only
advertise a loopback as a /24 if indeed that is the mask that you have
configured with the ip address in the interface.
