Deleted indicates a local configuration error. (or discrepancy from what
you think is on the frame switch to what really is!)
Basically this occurs when you configure a frame map or intf-dlci command.
You are then telling the frame switch, "I have DLCI xxx". If it's not part
of the switch's config (who IS the one in charge) it sends back a DELETED
state to say "Ummm... no you don't".
