I think it's a bug on the IOS version I tried it on. Tried it on a
different router (1760) and it accepted the ACL name.
R4#config t
Enter configuration commands, one per line. End with CNTL/Z.
R4(config)#ip access-list extended DYNAMIC
R4(config-ext-nacl)#end
R4#show ver

Without reading up on the topic, I would guess that DYNAMIC used that way
refers to a reserved keyword.
