Richard,
              If you go to the advanced tab under pilot point and enable
call queuing you should be able to get MOH for any algorithm as long as the
queue is full and the caller is waiting in queue, Callmanager will play MOH.

The concept of Broadcast queue works optimally for attendants rather
than agents. It is used when multiple Attendants are configured on the call
manager, and if one of the attendant is overwhelmed with calls, he/she can
simply place the call in the broadcast queue, so that other attendants can
share the load of heavy call volume.
