When you use this command, the higher of the priority specified in
this command and the priority defined on the neighbor's interface is
negotiated and eventually stored on the router that has the neighbor
priority command.

There was a post from Tarun referencing this topic less than 2 weeks
back. You can find the details in OSPF section of Wendel Odom 2nd
edition.
