It doesn't matter what side of the cable is DTE or DCE. Just set the clock
rate on the DCE side. If you have the wrong physical connections then you
need to buy a different cross-over serial cable. They make all three types;
DB60-to-DB60, DB60-to-Smart, and Smart-to-Smart. Just make sure you don't
overclock any low speed interfaces like you might find on S2-to-S9 on a
Cisco 2522.
I think you are confusing layer-1 DTE/DCE cable with layer-2 DTE/DCE frame
relay concepts. These are completely separate concepts.
