I don't think all, or even most, date swapping is by people blocking dates
out. I just traded my early January date for a mid February date since I
recently got married and underestimated the amount of time that would
occupy, and I had my wisdom teeth out and had some problems with that. So
between the holidays and my teeth I will have lost nearly a month of study
time. My only other option would have been to get a date in late May and
hope a date came up in February or March. Or perhaps someone else would
have been in my situation, looking for a May date, and had a February date.

I think since you can only hold one date, you are either going to have a
date for when you really want to take the lab, or you are going to have
another date. But either way, no more dates than what would normally be
taken are reserved.
