Paul,
Traffic engineering is not an easy concept to understand. You
will have to read up on it. As Jay recommended "Definitive MPLS
Network Designs" is a very good book for understanding TE Tunnels.
As the name suggests, you are doing traffic engineering when you
configure TE Tunnels. Service Providers use these to use Core
bandwidth optimally in addition to other advantages. With TE tunnels
you can send data using various paths within the core as appose to one
best path.
