I will answer that with an example:
R1 connected to SW1 port F0/1
R4 connected to SW4 port F0/4
both are in vlan 14
SW1 have a trunk to SW2
SW2 have a trunk to SW3
SW3 have a trunk to SW4
so the vlan path to get from R1 to R4 is SW1 -> SW2 -> SW3 -> SW4
If you will create vlan 14 only on SW1 and SW4 you will not have a layer 2
connectivity witch will cause you not able to communicate.
So to solve this case you need to Add vlan 14 to all the Switches in the
Path.
If you had R4 connected on SW3 port F0/4 then you did not need to add vlan
14 on SW4 as he is not in your vlan Path.
also you can trouble shoot if you need to add the vlan or not using spanning
tree
show span vla <#>
if you looked to the out put on SW2 and SW3 without adding the vlan to the
Switch you would not have a spanning tree enabled for the vlan as due to
that also no vlan communication.
