You typically use it in Multicast testing to insure that the stub device
(router or switch) is not elected as the DR otherwise it will not forward
PIM messages upstream.

However, in real world, you'd use it to force which router will be
forwarding the pim requests upstream if there are multiple routers on the
same LAN segment.
