T-Shooting strategy for TE Tunnels

Hi:

Does any one know of some simple t-shooting steps for MPLS TE tunnels.

I have a very simple TE config from one router to another and back but 1
Tunnel is up/down.

I found out that everytime I configure the tunnel mode mpls traffic-eng cmd,
the tunnel goes up/down.

But the same cmds. on the other tunnel keeps that tunnel up/up in that
router.

I checked the status and keep seeing this msg:

Last Error: RSVP:: Could not add RSVP Path: Operation failed

I debug'ed rsvp and te tunnels and get this msg:

Now the configs are the same on both the routers: to and from.
