I think tftp for it self is a problem app to test with as none of the port
used after the first initial packet is sent to a well known port.
if you will put ethereal and do a tftp you will see that you actually do not
see tftp you see a lot of udp packets but no tftp 69 accept the first single
packet.
So I suggest to test the priority enable on one of the routers HTTP and set
the priority to HTTP traffic you will get better luck.
