The bandwidth command will make sure that under congestion the class gets
that certain amount of bandwidth guaranteed, but if there is no congestion
you can use up to the full bandwidth on the interface.
The police command will limit the class to the bps configured at all times.
This avoiding congestion by limiting the traffic flow.
In the example that you put allocate could be used as a synonymic of
"give". So you would use the bandwidth command.
