inbound load balance

Hi

In a topology like: PE1___
                                                         | |
R1-----Telco controlled mpls running bgp R2
                                                         | |
                                                         PE2___|

R1 is using bgp to peer with telco PE.
R2 is using bgp to peer with telco pe1 and pe2.

Load balancing is working perfectly with the existing config via per packet
load balancing
from the R2 router in outbound direction.
But for inbound direction from R1 to R2, balancing is uneven.Any thoughts
how we can achieve
balancing on the inbound direction.
