Brian thanks for your time on this question.

 What happens if I do the below. Does the traffic on the sub-interface
get processed through the policy-map fair-queue and then again through
the main interfaces fair-queue? From what I'm seeing, if you perform
FRST, you must perform the "frame-relay traffic-shaping" command, which
in turn removes your queuing strategy from the main interface. If your
doing CBFRTS or CB Shaping, your not required to do the "frame-relay
traffic-shaping" command, therefore it doesn't remove the queuing
strategy from the main interface. So, if doing CBFRTS or CB Shaping,
should one manually remove fair queue from the main interface to stop
this fair-queuing sandwich. Please correct me if I'm wrong on any of
this.

  class class-default
   fair-queue

 int s0
encap frame-relay
 fair-queue
!
int s0.1 p--to-p
service-policy test

        When a policy-map is applied to the subinterface you are doing
per-VC queueing. Since a single VC can only be applied to one interface
at
a time (main interface or subinterface) only the policy applied to that
VC
or interface where the VC is assigned applies.
