I can see where people already holding a number would want to shut the door behind them, LOL! It's like here in Colorado. Most of us moved here from somewhere else but if we could put up a barricade behind us on the way in, we certainly would. At the very least, we would quarantine all Californians and Texans back at their own home states, LOL!
Problems that it causes:
1. Not all of us are in the training industry or are young kids with no families to support. In other words, we have clients and employers to answer to and we are not going to be excused for potentially a couple of years to come up with 80 points.
2. Most candidates who were still interested in pursuing the CCIE would need to make a "reconnaissance run" absolutely as quickly following the written as possible. Then at least that "what the hell is the lab really all about" question can be answered, at least on some level, at the beginning of studies, when at least six months of prep is probably required anyway. It would not do at all to fully prepare to the extent possible, find out you were a little off the mark in terms of some of your focus areas, and not be able to return for a full six months, when the lab itself may have changed again anyway!
3. Cisco would likely need to jack the price up to $2k or more because not all lab seats would be full and thus Cisco's cost per lab attempt would rise significantly.
3.1 Optionally, Cisco might elect to eliminate a testing center or two. We all have been witness to their cost-cutting rampage and we know for fact that Cisco will take aim at us, as certification candidates, long before it will take aim at its clients or itself. It's a bottom line thing.
No doubt others, these just fly into my head without the need for pause...

It might suck, but that would definitely solve a bunch of problems:
1) It would make it much harder for those "real test sites" to get updates
2) The backlog wouldnbt be so bad - there would be a lot more seats available
3) People would stop using the "take the test every 30 days until I pass" technique. I know a few folks who have taken the lab like that 8 or more times until they pass. (This method gives a high percentage of "same lab" possibilities.)
