Hi,
If you are requered to manually configure things then one option would be to
exclude all assigned addresses, another option is that you could configure
your DHCP Server on the Cisco IOS (12.0(1)T) to ping a pool address before
assigning the address to a requesting client. If the ping is unanswered, the
DHCP server assumes (with a high probability) that the address is not in use
and assigns the address to the requesting client.
The command is *ip dhcp pi**ng packets **count*
By Default 2 packets are sent
