ospf NBMA needs only one neighbor

Hi,

Let's take 2 routers connected via Frame Relay (no broadcast allowed),
running ospf .
It is clear that neighbor statements are necessary.

But it works also if the neighbor statement is only on ONE router (and
not BOTH routers).
What is the logic behind this ?

Does this mean that the router A with the neighbor statement begins
sending hellos to the other router B, and then B remembers the IP
address of A and sends periodic hellos to A (without having the neighbor
statement configured) ?
