I agree with Brian for bridging over Frame Relay as the most obvious, and
with Joseph (and someone else I've forgotten (sorry)) about the L2TPv3 as
the second solution.

I just found the answer. LAT to LAT across an IP WAN.

It translates the LAT into TCP and de-translates at the other end.

Bridging across multiple routers and a WAN link could get icky.

across the FR connection?
