Syncronization requires the routes to exist via IGP before they can be
installed in the BGP table. Remember, just because your routers are within
a local AS does not mean all routers connect to the same subnet or have the
same route tables. Next-hop-self may help you out in this situation, but I
would need to see your configs and bgp tables to know for sure.
