When I change lease duration on the DHCP server, it seems to work.

Rack1R2(config)#do sh run | s dhcp
no ip dhcp use vrf connected
ip dhcp excluded-address 10.1.0.2 10.1.0.254
ip dhcp pool TEST
   network 10.1.0.0 255.255.255.0
   default-router 10.1.0.2
   domain-name ie.com
