Specifically, if you have a CCIE, you are supposed to be exempt from having
to take the CCNA/CCNP tests if they are needed for another specialization.
As far as I know this doesn't apply to just having passed the written. If
you have a CCIE, I'm pretty sure you would need to open a case and they
could verify that you have the certification, and waive the requirement.

I need to get a CCVP, but I don't have a CCNA. I just passed the CCIE WR. I
called Cisco support and asked them is it possible to take the CCVP exam
without CCNA ?
They told me that even if you are already a CCIE, you should have a valid
CCNA to take the CCVP or any Professional exams.
Anyone tried to take CCVP exam without a CCNA ?
