what to match for VOIP

Hello,

I would appreciate you view on what satisfies the requirements of the
following question.

VOIP traffic sent over the link between R3 and R4 must be given preferencial
treatment. Configure your network so that 200kbps of VOIP tarffic is always
dequeued first, as it is sent over the frame-relay circuit.

The only part I would like your comment on, is

how would you interpret what you need to match:

ip access-list 100 permit udp any any range 16384 32767

or do you think you should also have

ip access-list 100 permit tcp any any eq 1720

The second would be the audio right?
