When applied under an interface, all PVCs will use the custom-queue-list.
When applied to a map-class, you have the option to specify which PVC can
use the custom-queue-list.

Subject: Apply a custom queue list on a frame relay interface
Is there a difference between applying a custom-queue-list directly under an
interface running frame relay enc and applying the custom queue list with a
frame-relay map class?
Is the difference that the map class works with subinterfaces?
