I also worked for an ISP, but in Eastern Europe. No, they do not pay
well, but it was a great place to learn. No other network that I saw
after that was that complex and optimized. It was like a drug to me
and I regret even today that I hardly have a chance to work on such a
large scale network. I think that for this very reason the ISPs
retain lots of talented people, even if they are not CCIEs. If
someone leaves, they see no problem. And now you even have the chance
to play with Juniper, more or less :) In my world, enterprises are
more conservative (still Cisco, no frequent changes). I think that
only the larger ones value the CCIEs. My bet would be to go for a
Cisco partner, if you want the money and also do not want to get too
bored. The downside is that you may have to travel.
