Assuming the requirement is exactly worded as you highlighted, then it
states that switches will not "attempt(actively)" to "automatically
trunk" using DTP ... So in other words they can passively trunk using
DTP! So, the requirement didn't actually specified not to use DTP, i.e..
Didn't tell not to automatically trunk(that will mean disable DTP); but
the key phrase here is "will not attempt"

Although, I must admit it's very tempting to use "swi nonegotiate" to
disable automatic trunking using DTP, but there you go ... Another of
those gotchas! But there is another piece to the puzzle ... There must
be some links on the other side configured with "swi mo dyna desir" or
"swi mo trunk" for these switches to interoperate, because as you know
"dynamic auto" will not peer with another "dynamic auto"
