Hi Joe,
IMHO, preemption is typically configured on the standby router when we are
doing tracking on the active router. The active router's priority is
configured to decrement below the standby router's priority if certain
condition exists. Without preemption on the standby router, it will not take
over the active role unless the active router becomes unreachable on the
HSRP interface.
