Good point... I forgot about merit and ripe's radb also... perhaps you can
get things going there too. I was radb'd by MCI, LEVEL 3 all the big guys at
my old job.
We need ASN numbers kind of like the NET's in ISIS... LOL

ARIN has their heads collectively stuck in places without sunshine. Part of
it though is trying to control things in ASN assignments as everyone is
looking to migrate to 4-byte ASN numbers (I guess that'll help with the
bazillion assignments of IPv6 addresses).
But in your justification section, just let them know you have multihoming
to more than one vendor and have space that you are cleared to advertise
out. Then just make sure you tell them something about needing to implement
a routing policy to affect your upstream ISPs delivery of traffic to you and
that'll help out.
But they are just playing the political card well. The rules are there,
seemingly for a reason, and likely to prevent abuse by annoying people.
It's just that it makes it a severe pain in the patutee for the rest of us!
But judging by the number of sub-delegations that that address space has,
the ISPs don't have an issue. Oh, by the way, you will need to have your
range SWIP'd to you by MCI/Verizon/Qwest/whoever before applying as well.

Scott, that was in 2001, and I just giving him an example... bottom line you
and I both know you need your own AS to use MCI ip space on Qwest and vice
versa... Arin should stop wasting time and just dole out the AS #.
Just tell ARIN, I WANT TO ANNOUNCE (AND HAVE PERMISSION TO ANNOUNCE) CIDR
space allocated to me by a another AS. Doesn't this do it anymore?
They used to give them out in droves to my customers at Globix?

Do you have permission to multihome advertising those more specific prefixes
from both sides?
I'm not sure where you're seeing the /9 from because out of the 63.x.x.x
block, Verizon (old UUNet) owns 63.0.0.0/9 but advertises it as eight /12s
plus a bunch more specific (assuming other assigned customers multihome).

Here is what I used 6 years ago to justify my AS #
Our network is multi-homed to two AS's that will not advertise our network
prefix with the network length associated with our external addressing. Only
our AS will advertise this prefix to the global internet. Our network policy
involves advertising 63.X.X.X/24 and 65.X.X.X/24 from behind AS 701 & AS
209. These networks only advertise 63.X.X.X/9 and 65.X.X.X/12.
The longer /24 prefix is required to influence inbound traffic flow and
redundancy.
