in my opinion the 2 commands are different:
> Int fa 0/0
> priorty-group 1
> priotity-list 1 default hight
means that all traffic OUT of f0/0 goes into high priority queue, as long as
no other queues are defined
> priority-list 1 interface Fa 0/0 high
means that all traffic *FROM* f0/0 goes into high priority queue, but still
the priority group has not been applied.
R2(config)#priority-list 1 ?
default Set priority queue for unspecified datagrams
interface Establish priorities for packets from a named interface
