In general the difference between them is based on the MIB value
that you are sampling. If the MIB has a value that goes up and down over
time, like CPU or memory utilization, you would want to sample what the
actual value is (absolute) of the MIB. For example with CPU utilization you
don't care if it changed 20% within the last 60 seconds, because without a
reference of where it was before that doesn't tell you anything. Instead
seeing that the CPU utilization is absolutely at 80% is useful.
If the MIB value only goes up over time, like CRC errors on the
interface, or number of packets sent out an interface, you would want to
take the different (delta) of the MIB from its first to second sampling.
For example if you see that there have been one billion packets sent out an
interface that doesn't tell you anything unless you have a timeframe to
correlate it to. On the other hand if you see that you've sent ten-million
packets at sampling interval 1, then you've sent twenty-million at sampling
interval 2, you can tell that between interval 1 and 2 you've sent
ten-million packets (delta). This result could then be used to determine
the interface utilization over time.
