So far as I understand, configuration BPDUs are BPDUs that root bridge
sends every hello interval. So if you want to reduce their amount you
want to increase hello interval.

Per Lim's question I'd recommend use first method witch will warranty
root selection in spanning-tree domain. Because if switch loses election
as a root it won't use configured values and instead will accept values
from elected root.
