I got Dell Poweredge 1600sc on e-bay for about 420$ and then upgraded
processors to Xeon 3.06GHz. I had to install Fedora linux on it because
I've been told that linux takes significantly less resources than
windows. So now it has two Xeon 3GHz, 2 Gig of memory and 36Gb drive.
All cost me about 600$.
When I was doing MPLS studying I had 14 3640 routers in virtual lab with
all mix of protocols running at the same time (MP-BGP,OSFP,EIGRP,RIP).
Load never went over 80%. Memory was on 90% mark. Later on I managed to
find even better idle-pc number for IOS I was using and load went all
way down to 55%.
I personaly like dynamips/dynagen much better than actual lab. It loads
much faster, it takes about 5 minutes to build moderate topology, it is
very easy to modify lab if some error found or if it is necessary to run
another IOS flavor. The only missing part is 3560 switches... and!

I found dynamips crashes alot on windows XP 32 bit with a quad core.
I installed dynamips on Linux with the quad core and it works very
sweet.
I run 13 3640's and the cpu doesn't hit any higher than 70% load
balanced across the 4 cpu's.
Thats with a full working LAB configured.
My answer would depend on the operating system you are going to use.
