Did you receive the iBGP routes from the route reflector?

From R3,
show ip bgp neigh [R2] received-routes

If Yes,
 - Check if R3 has the next hop to this received routes, else
R1 set next-hop-self for this prefix or make sure R3 can
reach this next hop via IGP.

If No,
 - Please send us your full config and bgp output
