AFAIK, there's no support contract that gives you Feature Set Upgrades.

You can do the SMI-to-EMI upgrade but it will be unlicensed. You will need
to purchase the upgrade kit:
CD-3560-EMI= Enhanced Multilayer Image upgrade for 3560 10/100 models

I researched this but it appears you have to purchase a license for the E
version. The device is under SmartNet, but I am not sure this is covered.
Is it just as simple as downloading the E version of software and replacing
the S version, or is there some license key that is required to enable the E
version prior or after installation? To purchase the upgrade key appears to
cost almost as much as the switch, seem a little ridiculous since I have
SmartNet.
If this is the case, what good does SmartNet do on the device?
Any ideas or additional info would help.
