If you are using just frame-relay back to back, the issue is that frame-relay interfaces by default sent LMI (Local Management Interfaces) messages and the routers is expecting response from the FR switches.
This is the reason why you need to set FR-SWITCHING on one of the routers and also the command "intf-type dce" in order to simulates the FR-SWTICH.
the solution is simple just disable LMI, using "no keepalive" on interfaces. Then the router dont expect answer and the interfaces keep up.
