Yes, if the network type is non-broadcast, the hello interval is 40 sec and
it will take around a minute for becoming full state. If you need to
expedite this behaviour, tweak the ip ospf hello-interval on both the
routers.
It's hard to suggest something for first point without actually looking at
the configs.

Hi All,
R1-R2
On R1 FRA interface configured as a p-2-p sub interface
On R2 FRA interface configured as physical (multipoint)
On both interface OSPF network type is configured as NON_BROADCAST
R1 interface has OSPF priority of 1
R2 interface has OSPF priority of 250
Problems:
1. R1 always becomes DR although it has lower priority
2. It takes almost a minute to reach to the FULL state
Any comments ?
