Hi Brajesh,
I suppose "loses its connection to frame-relay cloud" needs some
interpretation. Generally, FR interface could be up even when the PVC is
down, and so it would be safe to assume the requirement is to track
end-to-end reachability, and use it to influence hsrp active selection.
Tracking the serial interface would not meet this requirement.

A GRE tunnel with keepalive is one of the viable solutions for this task.
Others include enhanced object tracking (IP SLA) using type FR or icmpecho,
object tracking (ip route variety), EEK etc. This is not an exhaustive list
of available options.
