Outbound ACLs do not have any effect on traffic generated by the router.
Inbound ACLs would kill it though.
I have no earthly idea where this thread began, so just happened to join

I think the hellos would be created and sent to the interface, only to get
dropped by the ACL. I would say check the other side of the link and see if
the hellos actually get to the other side...
There was a link posted here a while back with the order of how ACL come
into effect on interfaces. That could provide a helpful reference I think...
