But would an access list prevent a hello packet from being generated at all?
I think the hellos would be created and sent to the interface, only to
get dropped by the ACL. I would say check the other side of the link
and see if the hellos actually get to the other side...
There was a link posted here a while back with the order of how ACL
come into effect on interfaces. That could provide a helpful reference
