Stop pulling your hair now (you dont wanna get old before your time
dude, do you? :-)).
You are absolutely right there, you cant stop an interface from
replying to inverse-arp requests. - once the other side sends a
request, this local site replies! Regardless of what you configure on
this side.
What that command does is it prevents an interface from sending out FR
inverse-arp requests.
