Yes, it is right.
I believe that you enabled static mapping first then you removed it and
tried to enable Inverse ARP.
By default when you enable static mapping, Inverse ARP will be disabled.
So when you enable a static mapping and want to remove it, it is better to
shut and no shut the interface to let Inverse ARP work again instead of
restarting all routers.

routers...

  I am trying to configure a frame relay full mesh with 4 routers

                          R2

  The task asks me not to use static mappings. So all i needed to do was to
enable frame relay encapsulation and inverse arp should have taken care of
the
rest. However when i check the frame relay mappings, R2 has a map to all 3
other routers which is good. The routers R1, R3 and R4 only have mappings to
R2. The other dynamic mappings are missing.

  I have waited for quie some time and the dynamic mappings have not
appeared.
I have tried static mappings and they work fine telling me that the frame
relay pvc is alright.

  Any suggestions??
